Ekaterina Dmitrikova on the digital transformation of regulatory activities: key messages from Moscow Innovation Legal Forum - 2025

At the Moscow Innovation Legal Forum 2025 Ekaterina Dmitrikova, Counselor at Iusland Law Office, took part in a discussion of current trends in the digitalization of regulatory policy.

Ekaterina drew attention to the potential of judicial control of regulatory acts establishing mandatory requirements in order to increase the effectiveness of regulatory impact assessment.

Noting the convenience of communication, reduction of procedural timeframes, the possibility of using data on controlled persons and objects of control to make management decisions and other benefits from the introduction of digital solutions, the expert identified a number of problematic issues. These include:

- verification of administrative acts

- delimitation of the regime of services for which the analog alternative is preserved and those that are implemented exclusively in digital format

- delimitation of duties and responsibilities of administrative bodies and those entities that administer information systems, platforms and are involved in the implementation of the state function of control and supervision.
