Natalia is a PhD in Law and a recognized expert in state regulation of foreign economic activity and customs administration, as well as in matters pertaining to the interaction of business entities with regulatory and supervisory authorities. By combining in-depth academic expertise with unique practical experience in supranational judicial bodies, she provides comprehensive legal protection for businesses at all stages of foreign economic activity and throughout mandatory regulatory procedures.

She specializes in customs law, supply chain structuring, and support of international contracts. She represents clients before courts and the Court of the Eurasian Economic Union, and provides legal representation in administrative proceedings, operational-search activities, and criminal investigations related to foreign economic activity. She also handles corporate disputes and bankruptcy matters, with a particular focus on imposing subsidiary liability on controlling persons of debtors and challenging transactions in insolvency proceedings.

Key Areas of Practice:

Customs Law and Administration: Resolution of customs disputes, mediation with customs authorities, advisory services on currency control matters for both legal entities and individuals. Support during inspections.

Due Diligence of Customs and Corporate Documentation: Systematic review of contracts, primary accounting documents, customs declarations, and internal compliance procedures for conformity with the requirements of the Customs Code of the Eurasian Economic Union (EAEU CC), as well as currency and tax legislation. We identify potential risk areas (misclassification, undervaluation, marking violations) and develop remedial measures before such violations are detected by regulatory authorities.

Regulatory Support: Assistance to businesses in obtaining Authorized Economic Operator (AEO) status and during subsequent audits. Legal representation of business interests in the inclusion or exclusion of HS (Harmonized System) codes from lists establishing zero duty rates. Protection of interests in matters of non-tariff and technical regulation (obtaining licenses, certificates, export permits, and ensuring marking compliance). Representation of companies in anti-dumping, countervailing, and safeguard investigations conducted by the Eurasian Economic Commission (EEC). Support in obtaining subsidies, including those administered by the EEC, grants, and other state support measures, including preparation of applications, legal audit of eligibility compliance, and advisory services on the targeted use of funds.

Corporate Disputes and Bankruptcy: Protection of the interests of companies and their controlling persons in subsidiary liability proceedings and transaction avoidance actions, as well as comprehensive support of insolvency (bankruptcy) proceedings at all stages — from analysis of insolvency indicators to the completion of liquidation proceedings.

Business and Transaction Structuring: Support in the development of international and investment projects, legal support of foreign trade transactions (including licensing structures and parallel import mechanisms). Assistance to Russian companies in dealings with foreign suppliers, counterparty due diligence, and supply chain optimization.

Natalia actively participates in the work of business associations, working groups, and expert commissions under the Federal Customs Service of Russia, the Ministry of Finance of the Russian Federation, and the Eurasian Economic Commission. She holds the position of Associate Professor at the Department of Public Law of MGIMO University under the Ministry of Foreign Affairs of the Russian Federation, where she teaches a course on customs law, and concurrently serves as a visiting lecturer at St. Petersburg State University, delivering an original course on foreign economic activity.
