Within the framework of the XII annual scientific and practical conference "Medicine and law in the XXI century", which was hold at the end of the outgoing year on the basis of St. Petersburg State University, the Association of Medical Law of St. Petersburg, the "Association of Russian Lawyers" in St. Petersburg and the Leningrad region and RPO "Doctors of St. Petersburg", Ekaterina Dmitrikova, Ph.D., associate professor of St. Petersburg State University, Iusland Law Offices” Counsel, told about the practice of bringing to administrative responsibility for violation of sanitary and epidemiological rules in the context of the spread of a new coronavirus infection , taking into account the changes in the Code of Administrative Offenses of the Russian Federation in the current year.

Ekaterina noticed that “a pandemic is not only a challenge to world health care, but also a test of the model of the legal regulation mechanism for its effectiveness,“ suitability ”for responding to the challenge, including ensuring rights and freedoms, the systematic nature of regulatory institutions, and the formation of a certain level of legal culture. The emerging practice of applying Article 6.3 of the Code of Administrative Offenses of the Russian Federation indicates that the pandemic has "highlighted" previously existing problematic issues, including the formal certainty and consistency of the regulatory provisions of regulatory legal acts and the toughening of administrative responsibility”.
