Elena Legashova, Iusland Law Offices’ Managing partner, gave a comment to Pravo.ru in connection with the reform of control and supervisory activities and the entry into force of the Law on "Regulatory Guillotine" from the 1st of November.

Elena noted that the working groups on the «regulatory guillotine» mechanism are different, also, the results of their work are not the same. «Regarding the reduction in the number of inspections, we can say that in the context of the coronavirus, restrictions were imposed, inspections were suspended, and a moratorium on inspections was introduced for SMEs. Probably, in the near future they will retain both the moratorium and the particulars on conducting inspections», Legashova notes.

But if we talk about «permanent» legislation, then it should be associated not with mandatory requirements, but with the adoption of the Federal Law No. 248 «About State Control (Supervision) and Municipal Control in the Russian Federation»: «There is a transition to risk-oriented control, as well as preventive measures are provided. In this context, a decrease in the number of checks can be expected sooner»
